Economic Regrets

This document considers three different types of economic regret that may occur as a result of New Zealand adopting an Emissions Trading Scheme. 

It was written for the Climate Change Leadership Forum during discussion on how New Zealand should deal with the risk of loss of competitiveness when the ETS was introduced.
